Malcolm Harbour CBE is a seasoned agitator for innovation in procurement and the procurement of innovation. A former MEP and Chairman of the Parliament’s Internal Market Committee from 2009 to 2014, he has a detailed knowledge of UK and EU legislation on procurement and related standards. He Chaired the LGA Taskforce on Innovation Procurement that produced a widely read report in 2017. In 2019 he became an Associate of Connected Places Catapult with an expert steering role in the ‘Challenging Procurement” programme. He was lead author for 2 CPC reports published in 2020, contributed to the Green Paper response, and moderates regular Procurement Webinars. He initiated a Procurement Research Consortium with CPC, and the Universities of Birmingham and Manchester, launched in 2021.
